How to read common zones

  • AE / A

    High-risk flood zone (SFHA). Lowest floor and materials rules apply; Pinellas typically requires elevation at least 1 ft above BFE for new/substantial improvement.

  • VE / V

    Coastal high hazard (waves). Open foundations, breakaway walls, scour design—not a “dry floodproof the living space” zone.

  • X (shaded / unshaded)

    Moderate to low risk on older map language; still review insurance and local rules. Map updates can change status.

  • Floodway

    Channel reserved for flood conveyance; development is tightly restricted.

What to capture for your builder

  1. Flood zone letter (AE, VE, X, etc.)
  2. Base Flood Elevation (BFE) if shown
  3. FIRM panel / map date if available
  4. Screenshot or FIRMette PDF from FEMA MSC
  5. City vs. unincorporated jurisdiction for freeboard and height rules
